Rodney Foster was from Frankston, a suburb of Melbourne. He registered under the National Service Act 1964 (NSA) for the January 1967 intake of army conscripts. He was granted deferment so he could continue with his tertiary studies during 1968. On 3 July 1969 he burnt his national service registration card which was an offence under the NSA. He also refused to attend the mandatory medical examination under the Act. This was also an offence which attracted a fine, and often a non-complier, was requested to enter into a recognizance to attend a future medical. Failure to do so usually attracted a conviction and 7 days jail. It is unknown if Rodney was summonsed to court for any offences under the Act. It is unknown what happened after his refusal to attend the medical.
