Robert Bisset was from the south-eastern suburbs of Melbourne. He refused to register under the National Service Act 1964 (NSA) for the July 1969 intake. He was summonsed to the Oakleigh Court on 30 May 1970. He was convicted and fined $50 plus costs $26.50. He did not pay the fine and was sentenced to 10 days jail. He was arrested without a warrant on 4 June 1971 and jailed for 7 days for continued non-compliance with the NSA. In Springvale Court on 14 March 1972, he was sentenced to a further 10 days. Robert did not appear at court and bail was forfeited. He went ‘underground’ to escape the authorities. However, he was arrested on a distress warrant charging that he had absconded on $400 bail in 1972. On 1 August 1973 the Governor of Victoria, Sir Rohan Delacombe order his release from jail. The request had come from the Federal Government.
