Further Information: Philip Ramsden was a 20-year-old from Ballarat in Victoria He was studying a Business Studies Diploma.  He was secretary of the Ballarat Moratorium Committee. He applied for full exemption from military service as a conscientious objector. At a Ballarat court he was granted full exemption by Magistrate GD O’Connell on 13 October 1971.
