Ian Chapman was an Assistant Building Surveyor from Victoria. He was a member of the Assemblies of God and based his application for full exemption from military duties on his Christian pacifism. Magistrate Foley granted full exemption in the Melbourne Court of Petty Sessions on 14 March 1968.
